Aims of the charity

The charity aims to: -

â€¢ Achieve an improvement in the level of self esteem and education of children from disadvantaged

communities in Peru through the use of the Performing Arts as a teaching aid and as a discipline in its own

right, and

â€¢ Improve access to The Arts by disadvantaged communities through the creation of Learning/Cultural centres

The charity believes that this will ultimately lead to a better level of social inclusion across the different racial groups.

Role of the charity

The role of the charity is to:- - Raise funds to support the charity's projects. - Manage the charity's projects to agreed timescales and budgets.

Approach

The charity plans to create a network of Not-for-Profit Learning/Cultural centres, located in disadvantaged communities in Peru, that will: 1. Offer Performing Arts courses to children, irrespective of ability, that will assist in their personal development.2. Use drama techniques in classes that will improve children's learning.3. Provide courses to children and adults in the formal arts; Drama, Music, Dancing and circus.4. Offer a diverse range of productions in the Performing Arts from both the professional and community sectors.5. Offer a range of social projects to families in the local community.The above affordable courses will also be offered to schools through an Outreach Program.All the courses will be given by professionally qualified, teachers.The Centres will be sustainable with income from courses and hiring out the auditorium.(please refer to "Projects" for more information)

The Need

State Education

State education in Peru is under-performing at primary and secondary school levels. 1. Previous Investments A total of US $650 million was spent in 1995 and 2002 as a joint initiative with the World Bank. Despite this joint initiative, the World Bank's own Independent Evaluation Group (IEG) in 2006 states: - Peru is typical of countries investing so little per pupil in public primary education. - Teachers pay is among the lowest in South America. - Systems for teaching supervision, and teacher and school accountability, are essentially nonexistent. - There is a lack of capacity for managing a massive and highly spread out primary education system. Another reason mentioned by the World Bank in 2006 is that the quality of teaching is inadequate: - "But the goal of greater access to education in the country was achieved, in part, by lowering the standards, so that what you ended up with was very high levels of coverage, but very poor quality" References: 2006: World Bank's own Independent Evaluation Group (IEG) - Executive Summary 2006: World Bank: Finding Quality Education in Peru: Quality vs. Quantity 2. World Rankings2.1 Education Attainment In comparative performance in Reading, Mathematics and Science, Peru ranks as "Statistically significantly below the OECD average" "Learning outcomes are still quite low by international standards and show little tendency to improve". References: OECD 2009 Student Performance in Reading, Mathematics and Science (XLS) Organisation for Economic Co-operation and Development (OECD) World Bank: data and research (select "Peru" as the country and then "Research" e.g. from "Research- Initiatives in Peru": Measuring Beginner Reading Skills2.2 Public expenditure on state education as a % of GDP Public expenditure on education as a percentage of GDP gives an indication of how a country prioritises education in relation to its overall allocation of resources. In 2008: Peru ranked 151 out of 175 countries with 2.7% of GDP. In 2006 it was 2.5% of GDP. In 2006/7: Denmark 7.9%, Sweden 6.7%, France/UK 5.6%, USA 5.5% of GDP. This is bound to have an effect on teacher's attendance and the quality of their work in State schools. To provide a balanced view, I must mention that I have met some teachers that work in State schools who are very motivated and dedicated to improving their students' learning..

Social Exclusion

Peru remains one of the countries with the highest degree of economic and social inequality in the world Population: approx 28m people 35% live on or below the poverty line 2/3 of the working population are in the informal sector approx 9m people approx 18m peopleApprox. 30% of disadvantaged families pay to send their children to private primary schoolsThey know the importance of education and are prepared to pay in order that their children will have better education has one of the worst rates of discrimination of countries in which there is a large ethnic population. Strategy

The charity's strategy is to firstly demonstrate the feasibility and benefits of the Learning/Cultural Centre in one location.The First Learning/Cultural Centre - VMTVilla MarÃa del Triunfo (VMT), Lima-Peru has been chosen as the location for the first Centre as: -it is one of the poorest, yet established, districts with a catchment area of 800,000 inhabitants. It has no Cultural Centre nor has it any Conference facilities.it is imperative that it is located in a disadvantaged district so as to enrich community life. It will be the headquarters and model for future Centres.This centre will be a new build and investment will need to be found for its construction.The day to day operation of the Centres will be sustainable with income from courses, productions and hiring out the facilities to meet the day to day outgoings.The Centres will be managed by local people.Subsequent Learning/Cultural Centres Further Centres will be built in disadvantaged areas throughout Peru. It is presently estimated that ten Centres will be required; of which at least a further two will be in Lima-Peru.The charity will pursue discussions with both the public and private sectors to investigate alternatives to meet the capital costs to build the subsequent Centres. One potential solution is a Public Private Partnership (PPP); where the investment for the build and maintenance is state funded and the Centres are privately managed as a Not-for-Profit..

Project 01 - VMT

The Learning/Cultural CentreThe charity will follow a structured approach beginning with the following key project phases:Produce a Business PlanProduce a Fund Raising Strategy paper Start fundraisingOur outreach programDespite the fact that the first Learning/Cultural centre has yet to built, the charity has decided that it will start to provide three key courses beginning in 2012.These courses, which will form part of the Outreach Program, will be given in schools supported by UNESCO in Peru and schools in Villa MarÃa del Triunfo (VMT).These courses are: - Inclusive Performing Arts, Whole Class Drama (Wcd), and Theatrical Workshops Please click on the link in "References", below, to view further information on the above courses.One of the pre-requisites is to advise Fernando Flores, a qualified drama teacher in Lima-Peru, on the techniques of Wcd and the approach of "being inclusive" with children in Performing Arts courses. Richard Coates (Director)

Richard has worked in the UK computing industry for over 30 years and has extensive management experience having been a Computer Manager for the TSB Bank and a Project Manager on a number of high profile projects with budgets in excess of Â£6 million.

Richard has dual British & Peruvian nationality, speaks English and Spanish fluently, and is very familiar with the Peruvian culture.

Samantha Mary Coates and Barnaby Leslie Coates are also Trustees.

History

In 2011 the Trustees decided to create this charity in memory of Pauline Mary Coates.Pauline had always been interested in supporting children. She was an infant school helper in Bournemouth, then a teacher's assistant at Sir J Cass's Foundation School in the City of London and then worked as a school secretary at a school in Dalston-London for "problem kids".
